On Thursday, April 3, the House of Representatives is scheduled to vote on H.R. 2575, the “Save American Workers Act,” which would raise the Affordable Care Act’s full-time definition from 30 hours of service per week to 40 hours of service per week.
The Society of American Florists is urging businesses to contact their representatives and tell them to vote yes on H.R. 2575 this Thursday.
A press release from SAF states that all members of the U.S. House, both Republican and Democratic, need to hear from businesses in their districts about how the ACA definition of full-time must be changed for the benefit of both employers and employees.
The ACA’s employer mandate to provide coverage to all full-time employees becomes effective beginning with plan years on or after Jan. 1, 2015.
According to SAF, the delay of the employer mandate by a year (announced on July 2, 2013) and the subsequent limited delay for employers with 50-99 employees (announced on February 10, 2014) does nothing to change the law’s underlying full-time definition of 30 hours of service per week.
“Businesses of all sizes must take action,” the press release states. “If not, the 30-hour work week could easily become a de facto standard in other parts of federal labor law (like overtime).”
It is SAF’s position that the ACA 30-hour definition does not reflect current workforce practices within the U.S. floral industry. It prevents employers from effectively managing their workforce and it limits wages and affordable health benefits options for their employees.
